Design Cost Consultants began in 1992 as a specialist quantity surveying practice. Today it extends beyond the conventional quantity surveying scope, with value-added services built on innovation, for Malaysia's ministries, agencies, sovereign funds and developers.

DCC was founded in 1992 as a quantity surveying practice and remains a partnership owned by Dato' Sr Zulkefli Mohd Zain and Datin Sr Halimahtus Sa'adiah Sanam.

From its first commissions, DCC built its name on careful measurement and sound advice. That trust carried the practice from schools and housing to hospitals, heritage landmarks and data centres, and its role grew with it: from cost plans and final accounts to value engineering, project management and expert witness work.

Today, DCC's footprint can be seen across the country: from Perlis in the north to Johor in the south, and across to Sabah and Sarawak. Its work spans the ICQS border complex at Bukit Kayu Hitam, UNESCO-recognised Stadium Merdeka and the HeiTech Padu data centre.
